- Time is running out to send protest faxes to the CPUC regarding proposed
- PacBell ISDN tariff increases. Technically the cutoff is January 5th,
- though it may be worth faxing after that as well. I wanted to post this
- last reminder, plus I found a few more relevant groups. If anyone knows of
- newsgroups for Los Angeles, San Francisco, or other potentially affected
- areas, please cross-post (I couldn't find them.. ;).

- Here is some useful information for those that'd like to express their
- opinion about Pacific Bell filing to raise their residential ISDN rates from
- unlimited (flat rate) off-peak usage to 1 cents per minute (2 cents per
- minute was incorrect in the first post) after the first 20 hours. This
- means that someone connecting for only 100 hours per month off-peak would
- pay approx. $60 more for phone service than with an analog line. For 200
- hours, the additional cost would be $120. Under the current system the cost
- for both scenarios would be approx. $28/month. These increases are
- unwarranted, and IMO will kill residential ISDN as a popular option for
- Internet access.

- until the 30 day protest period has passed. You may send faxes to the
- Californial Public Utilities Commission that will be filed as official

- On the cover of the fax you should also reference the docket number, which
- is A95-12-043.

- The cover sheet should be marked to the attention of the "Public Advisor",
- and should also be marked "Urgent". I'd suggest that the following points
- be stressed:

- 1) Off-peak residential ISDN is leveraging equipment that would be sitting
- idle as excess capacity during these time periods.

- 2) Commercial customers only pay 1 cent per minute during _peak_ hours.

- 3) The target audience for residential ISDN tends to spend lots of time
- connected to the Net. 20 hours at a flat rate (really a little over $1 per
- hour) is not nearly sufficient.

- 4) ISDN has tremendous application in education, entertainment and
- self-improvement. It is a general consumer technology, not confined to a
- niche market.
